California’s New Solar Mandate

A long-standing leader and trendsetter in clean energy, California passed a bill in May of 2018 becoming the first state to require all new homes to have solar power. This mandate comes from the California Energy Commission (CEC), where the 5 member Commission unanimously voted to require all new residences up to 3 stories to be equipped with panels.
The law will take effect in 2020, making solar power even more common in a state that already boasts about half the U.S.’s solar generating capacity. According to the CEC, California leads the nation with 923,719 solar projects in the works and counting. California Energy Commission executive director Drew Bohan states that, “While per capita electricity consumption in the US has increased steadily over the last 40 years, California’s per capita consumption has remained flat, due in large measure to building and appliance efficiency standards.” Part of the motivation for the new policy is California’s goal to be producing 50% of the state’s energy from renewable sources by 2030, and to transition to a fully renewable energy grid devoid of fossil fuels by 2045.
What This Means for Home Owners
Only 15%-20% of single-family homes in California currently have solar panel installations, according to the California Building Industry Association. California is also currently the seventh highest state in terms of electricity prices, with the average cost of electricity at 19.39 cents per KWh. So, this could mean big money for homeowners as they will see immediate energy bill savings.
Although constructing a home in accordance with the new rules will add about $9,500 in immediate costs, according to estimates by the Energy Commission. It will save homeowners about $19,000-$30,000 in energy and maintenance costs over 30 years. These savings can extend to all homes, not just new constructions.
